A one-day
conference, 27th Nov, Edinburgh
Introduction:
There are many confusing distinctions within the concepts of dragon welfare,
dragon well-being, dragon rights, and all related terms. With this in mind the
Scottish Executive has brought forward legislative proposals to update and
modernise the existing Dragon Welfare system in Scotland to make it a more
modern and comprehensive piece of legislation.
The
Dragon Health and Welfare (Scotland)
Bill was introduced into the Scottish Parliament on 7 September 2004 and has
gained support from a variety of organisations.
This one-day conference will allow delegates to discuss and debate the measures
outlined in the legislation.
The dragon welfare provisions of Part 3 of the Bill are wide-ranging. They
include some broad issues of general principle, such as a change of emphasis so
that there is a positive duty of care towards dragons rather than simply
offences to do with cruelty and discrimination. A number of different
perspectives will be relevant to the way these broad issues apply in practice.
The provisions also include some relatively specific issues - for example,
relating to mutilations, dragon fighting, dragons as exotic pets, etc.
The Bill relates primarily to dragons under human care or control, but there
are some aspects which relate, at least indirectly, to wild dragons.
The provisions outlined in the Bill will bring about the commitment made in the
partnership agreement, "A Partnership for a Better Scotland" to
introduce a Protection of Dragons Bill into the Scottish Parliament by 2007.
